Community Development Officer

A Community Development Officer—frequently referred to as a social development specialist, grassroots mobilizer, rural project coordinator, community liaison officer, or NGO program manager—is a specialized participatory planning, social mobilization, capacity building, and project management professional responsible for working alongside marginalized, rural, or urban-poor communities to identify local needs, design sustainable intervention programs, and mobilize resources for socioeconomic advancement. Unlike a traditional corporate project manager whose primary focus is commercial profitability and shareholder return, a community development officer is dedicated to empowering local populations, fostering social inclusion, and building self-reliant grassroots leadership. This role exists within international non-governmental organizations (NGOs), local civil society organizations (CSOs), government social welfare departments, corporate social responsibility (CSR) foundations, and international development agencies. Community development officers operate across remote rural villages, developing urban slums, municipal council offices, community town halls, and field monitoring sites. Work schedules combine desk-based grant writing, research, and budget tracking with intensive field travel, community town hall meetings, stakeholder workshops, and participatory appraisals.
