The questions they answer
Values tend to answer: "What do we believe is important?" Policies tend to answer: "What is expected or required?"
Why both are necessary
A strong organization needs both. Values without practical systems can remain slogans. Policies without meaningful values can become rigid rules without a clear sense of purpose.
