A skill describes a capability. Competence generally describes the ability to perform a task or responsibility to an expected standard.
You can have a skill but still be developing competence
For example, a person may know how to conduct an interview and have practiced the process. They may still need experience handling difficult candidates, maintaining consistency, recording evidence, and making sound judgments before performing independently to a professional standard.

Can you perform reliably? Can you work independently? Can you handle normal variation? Can you meet the expected standard? Can you apply the skill in context?
